<p>The member organisations of CAPHRA have written to their respective country FCTC delegations attending COP10 asking that each includes at least one consumer of safer nicotine products.</p>



<p>COP10 will be held in Panama in November. It is hosted by the World Health Organization&#8217;s Framework Convention on Tobacco Control (FCTC).</p>



<p>CAPHRA (Coalition of Asia Pacific Tobacco Harm Reduction Advocates) executive co-coordinator Nancy Loucas says: ‘This exclusion of the consumer voice has been one of the main reasons for the misinformation, disinformation and failures of current tobacco control policy around nicotine – including vaping, snus and heated tobacco products.’</p>



<p>She says the FCTC has a mandate to not only pursue Harm Reduction as a core tobacco control policy, but also to involve and include civil society. However, there has yet to be a signatory country which has made the progressive and inclusive call to include consumer stakeholders in their delegations.</p>



<p>This is not the first time members of CAPHRA have written to governments sending delegates to 2023. Late last year they urged them to review the evidence which supports a Tobacco Harm Reduction (THR) approach. It included comprehensive reference material for countries’ COP10 planning, submission writing, and deliberations.</p>



<p>‘Consumers are an untapped experience and knowledgebase who are not represented inclusively in the FCTC process… Delegates to COP10 should be representing the rights and aspirations of the citizens,’ the latest letter outlines.</p>



<p>The letter also makes clear that adults have the right to make choices that help them avoid adverse health outcomes and people who smoke have the right to access less harmful nicotine products as alternatives to combustible and unsafe tobacco. What’s more, they have the right to participate in the policy making process that directly impacts their right to health and wellbeing.</p>



<p>‘As you are undoubtedly aware, the FCTC has a mandate to pursue Harm Reduction. While everyone agrees on the desirability of getting all consumers to stop smoking, arguments concerning means to achieve this have been divisive and, in many cases, complicated, often with deliberate misinformation,’ writes the latest letter to government delegations.</p>



<p>Ms Loucas says it’s outrageously undemocratic that the current process does not allow for engagement and involvement of the main policy stakeholders – the adult consumer community.</p>



<p>“Not only does the FCTC choose to ignore growing international science, it bans from the table the very voice of those who utilise these products to switch away from the deadly forms of tobacco,” says Ms Loucas</p>



<p>The THR advocate says the member organisations of CAPHRA will continue to call on delegates to COP10 to deplore FCTC’s policy to make these sessions closed-door, unaccountable, and unreported &#8211; representing only vested interests.</p>



<p>“Millions have successfully used vaping to move away from combustibles and unsafe oral nicotine products, yet the FCTC looks set to bury its head in the sand again at COP10. CAPHRA believes visiting delegations must include a consumer voice to give at least some balance to all the misinformation,” says Ms Loucas.</p>

										<content:encoded><![CDATA[<p>Malaysia’s Ministry of Health is making good progress, with its imminent legislation to regulate vaping globally important, says the Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA).</p>
<p>CAPHRA says considerable and effective advocacy from local consumer groups over recent years was key to the Government’s decision last year to legalise liquid nicotine and move forward with regulation.</p>
<p>Malaysian vape advocates and users also applaud the Ministry of Health’s efforts as it now prepares the new act to strictly regulate the safety and sale of vaping products.</p>
<p>“High product standards are critical, ensuring all vaping products sold in the open market have guaranteed safety. We also support the regulation of all online sales and advertising in line with tobacco products to protect our youth,” says Samsul Kamal Ariffin, President of MOVE (Malaysian Organization of Vape Entities) and CAPHRA member.</p>
<p>He says regulating vape liquids and lifting the sales ban will see Malaysia’s smoking rate fall considerably. Giving smokers much better access to harm reduced products will reduce the serious health risks and unnecessary deaths associated with combustible tobacco.</p>
<p>“I am proud that the Malaysian Government has pushed back on the World Health Organization’s anti-vaping agenda. As an ex-smoker, vaping has improved my health and arguably saved my life yet the WHO has pressured countries like mine to ban it. Thankfully our Government and Ministry of Health have instead listened to the many citizens like me who’ve had considerable success with vaping,” says Mr Ariffin.</p>
<p>Malaysia is one of the largest vape markets in the world despite nicotine long being illegal to sell except for medical purposes. With progressive vaping legislation set to be enacted and risk-proportionate regulation imminent, MOVE believes the country’s public health and international reputation will only strengthen.</p>
<p>Nancy Loucas, Executive Coordinator of CAPHRA, says MOVE and other Malaysian vaping advocates have worked tirelessly with the Government and health officials to shift vaping from a heavily restricted medicalised product to being a more accessible option for smokers keen to quit.</p>
<p>“Despite its incredible effectiveness in reducing smoking rates and deaths, many countries in Asia-Pacific still insist on banning vaping. Malaysia’s pending legislation and regulation will send a big message to the world that vaping is the future, not a foe,” says Nancy Loucas.</p>

										<content:encoded><![CDATA[<p>With the international tobacco control conference COP9 now over, Tobacco Harm Reduction (THR) advocates have handed out their ‘Good COP, Bad COP’ awards.</p>
<p>The awards follow THR experts and consumer advocates organising a global livestream from 8 to 12 November during COP9 &#8211; the 9th Conference of Parties for the World Health Organization’s Framework Convention on Tobacco Control (FCTC).</p>
<p>Dubbed sCOPe, the round-the-clock YouTube simulcast attracted significant attention, adding to increasing international pressure on the WHO to embrace safer nicotine products, not demonise them.</p>
<p>Organiser Nancy Loucas of CAPHRA (Coalition of Asia Pacific Tobacco Harm Reduction Advocates) says sCOPe gave a voice to leading consumer advocates who were shut out of COP9. The focus, however, must now move to preparing for COP10 in 2023 where harm reduced products will be a key discussion for delegates.</p>
<p>“Those of us passionate about safer nicotine products must reach out to the likes of public health officials and influencers. We need to humanise this debate and show how vaping has saved the lives of millions of ex-smokers,” says Ms Loucas.</p>

										<content:encoded><![CDATA[<p>Praise from Tobacco Harm Reduction (THR) advocates and vapers worldwide continues for Philippine Foreign Affairs Secretary, Teodoro Locsin Jr,  who recently told online delegates at COP9 &#8211; a key international tobacco control conference hosted by the World Health Organization – they must consider &#8216;evolving and latest scientific information&#8217; if the global smoking problem is to be solved.</p>
<p>“We salute his bravery at COP9 for promoting the Philippines’ balanced and evidence-based approach to safer nicotine products,&#8221; says Peter Dator, president of consumer group Vapers PH and CAPHRA member. &#8220;Opponents and officials have since done their best to discredit Secretary Locsin and disrespect our country’s democracy and sovereignty, but they have failed badly.”</p>
<p>Nancy Loucas, Executive Coordinator of CAPHRA (Coalition of Asia Pacific Tobacco Harm Reduction Advocates), says it’s pleasing to see top Filipino politicians rally around Secretary Locsin, with the global vaping community also voicing its strong support via social media.</p>
<p>“In a world where smoking causes eight million deaths every year, Secretary Locsin has done everyone a huge favour. Telling COP9 about the success of ‘far less harmful novel tobacco products’ and the Philippine Government’s political support for them was music to the ears of the millions who’ve successful quit deadly cigarettes, via vaping,” she says.</p>
<p>During COP9 &#8211; the 9th Conference of Parties for the WHO’s Framework Convention on Tobacco Control (FCTC) – Ms Loucas organised a global livestream, featuring world-leading THR experts and consumer advocates.</p>
<p>Dubbed sCOPe, the five-day YouTube simulcast attracted a significant audience globally, adding to the increasing pressure on the WHO to embrace safer nicotine products, rather than pushing to ban them.</p>
<p>“How can we trust the WHO and the FCTC when they are afraid of science? In this age of fake news and alternative facts, it is important for governments to take a stand for the facts and know how to sift through the propaganda. This is what Secretary Locsin did at COP9, and I join the Philippine Cabinet and Congress in commending his actions,” says Mr Dator.</p>

										<content:encoded><![CDATA[<p>“The brave call by a Thai Government Minister for Thailand to overturn its harsh ban on the sale of vape products has received applause and accolades from around the world,” says Nancy Loucas, Executive Coordinator of the Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA).</p>
<p>Her comments follow Thailand’s Digital Economy and Society Minister, Chaiwut Thanakamanusorn, telling local media that vaping is safer for people trying to quit smoking. What’s more, he is now looking at ways vaping could be legalised in order to offer a less harmful alternative to smoking regular cigarettes.</p>
<p>“Support for the Minister has gone global! This should be a massive wake-up call for Thailand’s Government. He’s on the side of science and his calls have exposed the fact that Thailand has fallen well behind internationally when it comes to adopting effective Tobacco Harm Reduction (THR) policies,” says Ms Loucas.</p>
<p>Predictably, Mr Thanakamanusorn’s support for vaping has been met with swift and severe criticism by some organisations in Thailand.</p>
<p>The National Alliance for a Tobacco-Free Thailand (NATFT) said a lot of work has gone into reducing the number of smokers and claimed that ‘legalising e-cigarettes will only exacerbate the situation’. The Tobacco Control Research and Knowledge Management Center (TRC) claimed ‘e-cigarettes are not safer choices for people who want to quit smoking’ and could do more harm than good.</p>
<p>The Royal College of Physicians of Thailand was also quick to take issue with the suggestions, and the Medical Association of Thailand sent an open letter to Prime Minister Prayut Chan-o-cha demanding he caution the Minister.</p>
<p>“What rock have these people been living under? The Minister deserves a medal, not mockery. International research shows countries which have adopted progressive policies around vaping have seen their smoking rates fall twice as fast as those countries, such as Thailand, which haven’t,” says Ms Loucas.</p>
<p>Asa Saligupta, Director of ECST (ENDS Cigarette Smoke Thailand), says Chaiwut Thanakamanusorn has been unfairly targeted by local conservative health groups. He says the Minister’s intentions to legalise e-cigarettes were not only good, but evidence based.</p>
<p>“ECST put the call out on social media for Thai vapers, smokers and allies of THR to show their total support and solidarity for the Minister. We’ve since been blown away with the positive response, nationally and internationally, to his progressive position. He has done a lot to shine light on Thailand’s failed tobacco control policies, which hopefully are now a little closer to one day changing for good,” says Mr Saligupta.</p>
<p>Ms Loucas says vaping is the world’s most effective smoking cessation tool and smart countries like the Philippines are set to embrace it, not ban it.</p>
<p>“Unfortunately, Thailand is part of an increasingly isolated and fast shrinking club in Asia Pacific that is showing the world how to do THR really badly.</p>
<p>“Australia, Hong Kong and India are also in this club that’s acted on the corrupt advice of the World Health Organization (WHO) and its sponsor American billionaire Michael Bloomberg. Vaping bans inevitably fail, leading to totally unnecessary smoking-related illnesses and deaths,” says Ms Loucas.</p>
<p>CAPHRA says the Minister is right to point out that e-cigarettes are legal in at least 67 countries. He’s also accurate in his observation that they could offer a safer alternative to Thailand’s 10 million smokers.</p>
<p>A decade of international studies has proven vaping is far safer than smoking, with Public Health England resolute that vaping remains 95% less harmful than smoking combustible cigarettes.</p>
<p>“Thailand’s Government has failed to adopt effective policies and programmes that will significantly reduce the country’s sky-high national smoking problem. If it wants to save lives, it needs to urgently rethink its ban on vaping product sales.</p>
<p>“The Government and key local NGOS have instead been influenced by money. Alarmingly, that has meant the WHO and billionaire bullies like Michael Bloomberg have controlled key parts of Thailand’s domestic health policy. Further, we’ve got the evidence to prove this undue foreign interference is rife throughout the region,” says Nancy Loucas.</p>

										<content:encoded><![CDATA[<p>The World Health Organization has been badly caught out ahead of the Ninth Session of the Conference of the Parties (COP9) to the WHO Framework Convention on Tobacco Control (FCTC) in November.</p>
<p>COP9 organisers declared months ago there would be no discussions or decisions around Tobacco Harm Reduction (THR) products at COP9. That work would be delayed until COP10 in 2023, they said.</p>
<p>“It’s now clear, however, that was a complete pretence aimed at minimizing a growing backlash against the WHO’s anti-vaping agenda,” says Nancy Loucas, Executive Coordinator the Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA).</p>
<p>Ms Loucas says the FCTC’s ‘Provisional Agenda Annotated’, dated 14 July, announced that in response to the COVID-19 pandemic, COP9 would be held virtually.</p>
<p>Notably, it also postponed any substantive discussions until COP10 on matters including ‘smokeless tobacco and heated tobacco products’ and ‘novel and emerging tobacco products’. Although, organisers instructed that any related documents should still be submitted for information to COP9.</p>
<p>CAPHRA describes the WHO’s well calculated manoeuvring of COP9’s meeting protocols as trickery at its finest.</p>
<p>“Because such matters aren’t supposedly being actively discussed, outsiders like vape advocates, can’t make submissions. That means a tonne of negativity cannot be appended to COP9’s final report for member countries to view. Yet, the likes of anti-vaping papers will still be included as information items, which of course will conveniently endorse the WHO’s poisoned position,” she says.</p>
<p>For further proof that discussions and decisions on safer nicotine alternatives will indeed feature at COP9, Ms Loucas points to the WHO’s regional meetings taking place prior.</p>
<p>CAPHRA has obtained the 27 September to 1 October agenda for the WHO’s Western Pacific Region Organization. It states the meeting is in ‘preparation for The Ninth Conference of the Parties’. Workshops include ‘scientific updates on emerging tobacco and tobacco-like products, and nicotine products’, their regulation, and a panel discussion on countries’ regulatory experiences.</p>
<p>“The manipulation is well underway to ensure safer products such as nicotine vaping are well and truly demonized at COP9. Just because it has been disguised as a deferral, don’t let the WHO tell you it’s not on the agenda this year. They’re playing these silly games only because they’re increasingly running scared, knowing the world is waking up to the WHO’s anti-vape crusade driven by money not science.</p>
<p>“Given over one billion people in the world still smoke deadly cigarettes, it’s outrageous the WHO continues to actively obstruct information and access to safer alternatives which could save millions more lives,” says Nancy Loucas.</p>
<p>These latest revelations proving manipulation ahead of COP9 follow hard on the heels of explosive research. American billionaires and their so-called philanthropic causes have been exposed for not only influencing the WHO, but many governments and the wider public’s view on vaping.</p>
<p>Over the past decade, anti-tobacco Michael Bloomberg and Bill Gates foundations have funnelled millions of dollars into Asia Pacific non-government organisations (NGOs) to lobby their governments to ban vaping and discredit consumer advocacy groups.</p>

										<content:encoded><![CDATA[<p>Previous to the COVID pandemic, CAPHRA had been making plans to rent a room at a nearby hotel for the FCTC COP9 meeting and then have THR consumers, and any experts who were available for press calls, meetings and question and answer sessions.  This was to be our response for being shut out, once again, from the proceedings yet being available to the media, who inevitably, would also be shut out.</p>
<p>Because of COVID, that plan was axed as most of us in AsiaPacific are still under lockdowns and restrictions on travel.  However, we have decided to bring the plan to life via  livestream that will run for 24 hours/5 days during COP week (8 &#8211; 12 November).   It is called sCOPe (streaming Consumers on Point everywhere).</p>
<p>CAPHRA is going to run a programme similar to Voices4Vape for two hours every day from 11am &#8211; 1pm Hong Kong time during the five days.   There will be approximately 30 minutes of pre-recorded content, followed by a live Q&amp;A and/or panel session every day during that time frame for CAPHRA.</p>
<p>That leaves 22 hours per day remaining for others to participate.  In any way you feel is suitable and you are comfortable with.</p>
<p>This live stream is not going to be heavily produced as we want consumers and interested and supportive parties to tobacco harm reduction to do what THEY feel is important during this time. It could mean an advocate just wants an hour of time to sit and talk with friends/advocates about their harm reduction journey, or it could be a presentation by the leader of a consumer organisation on what they do and why they do it.</p>
<p>The consumer organisations of CAPHRA are preparing their own presentations/panel discussions to air live during the time, in their own local languages.   We feel that it is VERY important, as an outreach, that consumers have the platform to use for their advocacy and hopefully reach people in their country and globally.</p>
<p>However, this is not just for CAPHRA this is for everyone so we are inviting all interested people to participate.</p>
<p>If you would be interested in having some time for a panel discussion or presentation on your own, please contact us.  As mentioned, there is no limit on the content, as long as it is supportive of THR obviously, and no limit on time (schedule dependent).</p>
<p>There is no cost to you, it is all being handled by a production company that will run the livestream and handle any pre-recorded content you may have, or panel discussions if you choose to go that route. In your language, in your time zone.  You just need to provide any pre-recorded content by 23 October for inclusion in the schedule and then just show up at your allotted time.</p>

										<content:encoded><![CDATA[<p>An esteemed group of Asia Pacific medical and scientific professionals and researchers has written to Hong Kong Chief Executive, Hon Carrie Lam, concerned that Hong Kong is set to ban safer alternative nicotine products such as vaping.</p>
<p>‘We recently came across media reports highlighting that Hong Kong will move forward to deliberate on a bill which seeks to ban the importation and sales of all alternative nicotine delivery products such as e-cigarettes and heated tobacco products,’ wrote the Expert Advisory Group of the Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA).</p>
<p>Nancy Loucas, Executive Coordinator of CAPHRA, says members of the Expert Advisory Group were keen to offer their views. They understand other regulatory proposals have also been tabled for the Hong Kong Government to consider which, if adopted, could see the regulation of heated tobacco products instead of a blanket ban for ENDS – Electronic Nicotine Delivery Systems.</p>
<p>‘It is highly commendable that Hong Kong has set a target to reduce smoking rates from the current 10.2% to 7.8% by 2025. We strongly believe that by appropriately regulating heated tobacco products and adopting a harm reduction approach to complement Hong Kong’s existing strong tobacco control policies, Hong Kong can achieve a high reduction in smoking rates and improve public health outcomes,’ they wrote.</p>
<p>The experts noted Japan’s significant success having regulated heated tobacco products. In fact, Japan’s smoking rates have declined by more than 30% since heated tobacco products were first launched in 2014.</p>
<p>Citing global scientific evidence and data, the experts said a growing consensus in the international scientific community is that ENDS are much less harmful that regular cigarettes as they do not involve combustion.</p>
<p>‘With the growing global evidence in support of the harm reduction potential of heated tobacco products, 48 countries have moved towards specifically regulating heated tobacco products. In fact, a recent report by the World Health Organization (WHO) did not make any recommendations to ban these products and specially recommended that member states should regulate heated tobacco products,’ wrote the Expert Advisory Group.</p>
<p>The experts noted that China is a member of the WHO Framework Convention of Tobacco Control (WHO FCTC).</p>
<p>Nancy Loucas: “With Hong Kong at a crossroads, our experts were keen to respectfully offer their views backed by the latest international evidence. They wanted to be crystal clear: It is the combustion of tobacco that is the primary cause of smoking-related diseases, with vaping and heated tobacco products significantly less harmful.”</p>
<p>The head of CAPHRA says several countries in the Asia Pacific region have now regulated the availability of safer alternative nicotine products.</p>
<p>“The Philippines Senate, for example, is set to approve a bill to regulate in a positive and risk proportionate way. If Hong Kong is to successfully reduce its smoking rates, it must also give smokers legal access to safer alternatives. We hope they follow the evidence, because as our experts have shown, there’s plenty of it,” says Nancy Loucas.</p>
